Beth Morrison is a Scottish disability rights advocate, lived-experience researcher and founder of Positive and Active Behaviour Support Scotland (PABSS). Inspired by her son Calum鈥檚 traumatic experience of life-threatening restraint at school, Beth has spent more than a decade campaigning to expose the misuse of restraint and seclusion and improve the rights, safety and wellbeing of children and young people.
Through PABSS, Beth has supported more than 7,000 families across the UK and played a key role in documenting the prevalence and impact of restrictive practices. Her work contributed to Scotland鈥檚 landmark 2019 鈥淣o Safe Place鈥 investigation by the Children and Young People鈥檚 Commissioner and informed Enable Scotland鈥檚 influential 鈥淚n Safe Hands?鈥 campaign and reports.听
Beth has collaborated with leading universities and researchers on studies examining the educational, developmental and psychological impact of restraint and seclusion. In 2025, she authored The PABSS Report, a major review of family experiences, professional practice and policy gaps across Scotland.听
A Trustee of the UK Restraint Reduction Network and founding member of Restraint Reduction Scotland, Beth鈥檚 voluntary work has been recognised through numerous honours, including Outstanding Women of Scotland, an Amnesty International Award and TES People of the Year.听
Most recently, Beth led the campaign for Calum鈥檚 Law, which passed unanimously in听May听2026, introducing new safeguards for children across Scotland.听听
